Sworn in as the ninth secretary of energy on August 18, 1998, Bill Richardson is known for a hands-on style of management. In his two years of service as secretary, he has instituted a reform of security programs and established new counter-intelligence measures, including an innovative cyber security program. Richardson also has enhanced nuclear safety and security in Russia by signing a series of nonproliferation agreements and instituting a live interactive video link between the Department of Energy and the Russian Ministry of Atomic Energy, allowing experts to have instant communication in times of nuclear and environmental emergencies.

Before becoming energy secretary, Richardson served as U. S. ambassador to the United Nations from 1997 - 1998 and served seven terms as U. S. congressman from New Mexico.

Richardson has served as President Clinton's special envoy on numerous sensitive missions, negotiating the release of hostages, American service personnel, and prisoners in North Korea, Iraq, Cuba and Sudan. He has twice been nominated for the Nobel Peace Prize.
