Appointed deputy national security adviser in late 1996, Steinberg also served in a number of top positions in the U.S. Department of State during the Clinton administration. He is the author of numerous books and articles on foreign and domestic policy, including An Ever Closer Union: European Integration and Its Implications for the Future of U.S.-European Relations (1993) and the monographs Overlapping Institution, Underinsured Security: The Evolution of the Post&emdash;Cold War Security Order (1993) and The Evolution of the European Economy: Implications for Transatlantic Relations (1992).
