Murray has served as senior program analyst for the Office of Management and Budget in Washington, DC., specializing in health financing. In that post, she managed the federal approval process allowing states to implement Medicaid managed-care programs. Murray has said that transferring New Jersey Medicaid from a welfare program to a healthcare program is a priority in her current post.

Her talk is sponsored by the Woodrow Wilson School as part of the state and local government series, and by the Center for Health Care Strategies with funding from the Robert Wood Johnson Foundation.
