Lord Carrington, Former Secretary-General of NATO, to Speak on Foreign Policy at Princeton


Lord Peter Carrington, former secretary-general of the North Atlantic Treaty Organization (NATO), will deliver the 1996 George W. Ball Lecture, titled "Some Thoughts on Foreign Policy after the Collapse of the Soviet Union" at Princeton University's Woodrow Wilson School of Public and International Affairs on Thursday, May 2 at 8:00 p.m. in Dodds Auditorium, Robertson Hall.

NATO was created to implement the North Atlantic Treaty, signed on April 4, 1949, which sought to establish a military counterweight to the Soviet military presence in postwar eastern Europe, and went on to function as the primary collective-defense agreement of the Western powers in opposition to communist forces in Europe. Carrington became NATO's secretary-general in June 1984. During his tenure, he emphasized the importance of communication with the Soviet Union.

He relinquished his NATO post in 1988, and in 1991 and 1992 served as chair of the European Communities (EC) Conference on Yugoslavia, which attempted to resolve the conflict in that country.

Lord Carrington has held a variety of positions in the English government, including secretary of state for foreign and commonwealth affairs, minister of overseas affairs, secretary of state for defense, chair of the Conservative Party, First Lord of the Admiralty, and British High Commissioner to Australia. He has also been a director of various banking and business firms, and is currently a director of The Daily Telegraph , chair of the Australian and New Zealand Banking Group International Board of Advice, co-chair of the Hollinger Advisory Board, a member of the Chase Manhattan Bank International Advisory Council, a member of the Coca-Cola European Advisory Council, and a member of the Volvo AB International Advisory Board.

He published his autobiography, Reflect on Things Past , in 1988.

The Ball Lectureship was established in honor of George Ball, former undersecretary of state and ambassador to the U.N. It has brought a variety of distinguished speakers to the Woodrow Wilson School, including, most recently, historian and author Arthur Schlesinger Jr. and economist John Kenneth Galbraith.
