Canadian minister to speak on Charter of Rights

As Canada’s minister of intergovernmental affairs, Stéphane Dion is a crucial link between the federal, provincial, and territorial governments of Canada. His office addresses issues related to Canada’s legal and constitutional development.

Dion’s position gives him a unique perspective to evaluate the first 20 years under the Canadian Charter of Rights, which is analogous to the U.S. Bill of Rights. While U.S. law emphasizes individual rights, the Canadian Charter also recognizes the rights of certain communities.

Dion has served as minister and president of the Queen’s Privy Council for Canada since 1996. He also acts as member of Parliament for Saint-Laurent/Cartierville, and has been reelected twice since his first election in 1996. In his ministerial capacity, he has been responsible for issues related to the official languages of Canada since 2001. Before his career in government, Dion was a professor of political science at the Université de Montréal from 1984-1995, and at the Université de Moncton in 1984. He has written several books in French and English on government administration and political science.
